FogBugz makes it easy to do spot code reviews if you have set up source code integration. When you check in a code change and associate it with a case, you can simply assign that case to another developer requesting that they code-review it. Since FogBugz creates hyperlinks to the diffs that were checked in, that developer can simply click on the links to do a quick code review.
